Gondolin

§r §l The Constitution of the Kingdom of Gondolin §r

Gondolin is a monarchy under the King, consisting of the City of Gondolin and outside territories. The King of Gondolin is the head of state and chief executive for the entire kingdom of Gondolin. The King serves as the representative of the kingdom in

all foreign affairs, unless specifically delegated. The office of the King is permanent, and may only be passed on by voluntary abdication and appointment of a successor. The King acts as the sole authority within the City of Gondolin and is responsible

for its protection and governance. The King shall be granted all rights and privileges of residency and/or citizenship in any and all territories of Gondolin.

A territory of Gondolin is an area outside of the City of Gondolin that is recognized by the monarchy as part of the kingdom. Territories may implement local governments at the discretion of the monarchy, provided that they do not violate Gondolin law.

The local governance of a territory, if any, is limited to the bounds of the territory as recognized by Gondolin.

The King may, at his discretion, appoint other players as Nobles. Nobles are granted an appropriate title and responsibility for a territory, and act on the King's behalf within this jurisdiction. Within the appointed territory, the words and actions of a

Noble are legally equivalent to those of the King, except when overruled by the King. In all other ways, Nobles act as citizens of Gondolin and are subject to its laws.

The government of Gondolin is founded on the monarchy's interpretation of the Non-Aggression Principle and voluntary association. The monarchy derives its authority from the consent of the people in continually associating with Gondolin. The

monarchy shall create and execute laws consistent with these ideals and the authority described herein.

The following powers are withheld to Gondolin, and not delegated to any citizen or territory: §r §l*§r Diplomatic relations with foreign governments or societies, including but not limited to participation in forums and the establishment

of embassies; §r §l*§r Treaties or other legally binding agreements between governments that involve one or more entities outside of Gondolin; §r §l*§r Agreements which impose or imply legally enforceable

consequences on any non-signatory individual; §r §l*§r The responsibility to protect with necessary force any person or property of Gondolin beyond oneself, or in the case of local governments, the jurisdiction of the government;

§r §l*§r Authority to execute laws of Gondolin throughout the kingdom.

Gondolin recognizes the following restraints on government: §r §l*§r Detainment and imprisonment (pearling) is a temporary measure to ensure timely cooperation of a criminal until reparations are made, unless sentenced

upon conviction of a crime; §r §l*§r Breach of any law must be first handled by material and labor reparations if possible before banishment, KOS status, or imprisonment are justified as a sentence; §r §l*§r Imprisonment as a

sentence must be limited to cases of violence against persons; §r §l*§r Indefinite imprisonment may only be enacted in response to repeated, ongoing, and malicious activity that is a clear threat to the sovereignty of

Gondolin, or to Civcraft society as a whole; §r §l*§r The government may not seize land, property, or wealth except as enforcement of reparations; §r §l*§r The government may not impose restrictions on the speech, associations, travel,

or possessions of its citizens, except to maintain protection of the City of Gondolin; §r §l*§r Laws may not limit a player's ability to freely associate or disassociate with Gondolin (including presence) unless as part of reparations for a crime;

§r §l*§r Restraints enumerated herein apply equally to any local government recognized by Gondolin; §r §l*§r Powers not enumerated herein are reserved to the people of Gondolin, or to its territories.
