SECTION 1 - GOVERNMENT STRUCTURE§0 §0 §0The government of Senntisten shall be formed of two bodies: the national legislature and the judiciary.§0 §0 §0The national legislature is to be composed of two houses, the upper

house and the lower house. The upper house shall be made up of a cabinet of ministers, whom are led by the president. There are to be 4 cabinet ministers and 1 president, all who must maintain a primary domicile within Senntisten.

Any vacancy in the upper house is to be filled by a current member of the lower house or resigning president. A new cabinet minister may only be appointed when the cabinet minister resigns or the legislature approves a motion of no confidence.

A candidate for president will be selected from amonst the members of the cabinet ministers only. The president must be appointed with a two-thirds vote of all current national legislators. A new president may only be appointed when the president resigns

or the national legislature approves a motion of no confidence. If a vote of no confidence is approved, the president whom the vote of no confidence was called on is immediately reliquished of his powers and duties, and barred from participating

in the selection of the next president.§0 §0 §0The lower house is an elected body, formed of landowning individuals with primary domicile in Senntisten. The lower house will have one representative of the populace for every 5 members. Any vacancy

in the lower house must be fulfilled by a citizen of Senntisten with primary domicile in Senntisten. An election of lower house members will be called every 2 months. Lower house elections last for 5 days, with votes tallied by a plurality method.

A motion of no confidence may be called on any current member of the legislature with a 70% vote of all members. If a vote of no confidence is approved, the legislator whom the vote of no confidence was called on is immediately relinquished of his

powers and duties.§0 §0 §0The judiciary is composed of supreme justice and lower courts. The judiciary is led by the supreme justice, which is a life-time position. Any vacancy in the judiciary must be filled by a citizen of Senntisten with primary domicile

within Senntisten borders. The supreme justice may only be removed by vote of impeachment for reason of perjury or treason.

SECTION 2 - POWERS OF THE GOVERNING BODIES§0 §0 §0The legislature has the exclusive power to introduce legislation. The president may introduce any legislaton. A cabinet member may only introduce legislation pertaining to their advisory position.

The cabinet may jointly introduce any legislation. Any lower house member may introduce any legislation.§0 §0 §0In order for any legislation to become law, it must be approved by 50% of the upper house, 50% of the lower house, and signed by the

president. Legislation has 10 days from its post date to be signed by the president or the legislation must be re-introduced to the legislature. §0 §0 §0The president may veto all legislation without permit. The cabinet may veto legislation with a 50% public of

cabinet ministers. Any veto by the president or cabinet is subject to being overturned by a 50% public vote of the cabinet ministers AND a 50% public vote of the lower house.§0 §0 §0Any legislation vetoed by the president may become law if 75% of cabinet

ministers and 50% of the lower house approve it by a public vote. This approval has 10 days from the timestamp of the veto to be approved or it must be re-introduced.§0 §0 §0Cabinet ministers will have exclusive expert advisory roles to the president.

Each minister is to have expertise and legislative guidance in four policy areas: defense, diplomacy, economics, and the interior. §0 §0 §0Lower house representatives will represent one province, a single-member district.

The president is the head of state, sharing power with each of the four cabinet ministers. The defense minister is Chief of the New Senntisten Defense Force. The diplomacy minister is the Chief Ambassador. The economic minister is the Chief of the

Treasury. The minister of the interior is the Chief Secretary of the Interior.§0 §0 §0Judicial review over legislation is delegated solely to the judiciary. Only the judiciary may overturn legislation they find to violate the constitution, conduct trial,

subpoena evidence, summon witnesses, grant certiorari of lower courts, appoint officers of the court, render criminal and civil decisions, grant pardons, and enforce contracts. The supreme justice has final appellate rule. If the supreme justice becomes a

party to a criminal or civil dispute, he or she must recuse himself from any resulting litigation, and a majority vote of the legislature will decide a third party arbitrator.§0 §0 §0The national legislature has all jurisdiction over foreign affairs.

Provinces or territories cannot declare war, have a standing army, conduct international diplomacy, or tax other provinces.§0 §0 §0Powers not enumerated herein are reserved to the people of Senntisten and its provinces.

SECTION 3 - COMPOSITION OF JURISDICTIONS§0 §0 §0The national government will share power with provincial governments. National law is superior to all laws and will apply to all areas of Senntisten. Provincial law cannot nullify national law.

A province must respect all other provinces' laws. A province is prohibited from passing legislation for another province. Homesteaders who wish to form a province may settle any region within Senntisten borders. Settlements with less than five citizens

will be referred to as territories. Territories may form their own governments, but they are bound by the national law of Senntisten, and will not be represented within the national legislature.§0 §0 §0A new province may be created for every five distinct

citizens primarily domiciled in a reasonably sized territory of Senntisten. The national government has jurisdiction over all domestic disputes.

SECTION 4 - DERIVATION OF POWER§0 §0 §0The government of Senntisten is founded on the government's interpretation of the Non-Aggression Principle, voluntary association, and Chapism. The government guarantees the protection of all

provinces, citizens, and property against invasion or insurrection, and derives its authority from the consent of the people associated with Senntisten. The government shall create an execute laws consistent with these ideals and the authority described
