Let us start from the very start shall we? You and a group of friends have just established there own homes and a farm and wish to become more, you wish to rise up above the great cities such as
Page 3 of 11 Orion, Aurora, Holy Tree, New Danzilona and many like it.
So let us first explore what makes these places so very successful. They all have had experience in the business of expansion and managment of there assets.

Let us start with religion. A successful civ will have a religion that supports and guides the leading kleptocrat. A good example of this is the grand Lorax in Holy Tree providing

An important process that you should ensure is always taking place is the circulation of goods. Say that in New Danzilona the farmers yield fifteen double chests worth of wheat and give it to
Page 6 of 11 Trackball. It is his job as a person of power in NDZ to manage the wheat wisely turning the majority into bread and trading the rest away. To get the bread back to the people who harvested the wheat he can throw a large feast or a festival and keep a
Page 7 of 11 portion of the bread for himself. It is important to note that this is not the only example of this and it should be happening with virtualy all the goods coming into the city.
Internal conflicts within the city should become formalized by
Page 8 of 11 law, a judiciary, and police. While all of this is not neccessary they certainly all benifit from each other. It's a good idea to keep all laws written and within plain view of ones citizens.
Providing people with a type of luxary good can also work
Page 9 of 11 to keep the people happy and complacent which in turn will increase there return rate. Things like Cookies, Emeralds, books, and other novelty items are all perfect for the task.
